Daw Myat Lay Tun, CEC Member

Daw Myat Lat Tun, got B. Sc (Chemistry) from Yangon University in 1991 and MPA ( Master of Public Administration ) from Yangon Institute of Economics ( changed Yangon University of Economics ) in 2001. She also has Diploma in Russian from University of Foreign Languages. She worked as a Tutor at Monywa University of Economics Department. Now she is working as Managing Director at Great Profile Marketing and Engineering Co., Ltd. She loves volunteers, always strive to achieve the best at any given task and any situation, who is a hard –working motivated and enthusiastic as CEC elected during in MPAN.

U Kyaw Than Oo, CEC Member

U Kyaw Than Oo received his B.Sc. Marine Biology(Q) From Mawlamyine University in 1987, he also got Diploma in the Japanese language in 1992, and Diploma in International Business from Osaka Business College in 1994. In 2004, he received Master of Public Administration from Yangon Institute of Economics. Additionally, he received Post Graduate Diploma in Law from YUDE on 2015; he entered Marubeni Corporation, Yangon Branch and he has been working since 1994, He has more than 26 years of experience in business sectors like Japanese Oversea Developments Assistant projects, Agri-Marine Products development projects, Mineral Trading, Oil & Gas Development from 1994 to 2018. The Latest position as General Manager for New Business Development and General Manager of Energy and Mineral Resources Department. His hobbies are Reading and Travelling. He focuses on social science, Internationals affairs, economy & Trade, Marine environmental issues and ancient history. He is married and now residing in Yangon.

Daw Khin Thant Zin , CEC Member

She got a Bachelor of Commerce (Accounting & Auditing), Diploma in Computer Science, Diploma in International Relations(IR) and also received Master of Public Administration respectively.  She had rendered her service at the Government Organizations for 32years. First, as an auditor at Auditor General Office for 6 years, second as an administration officer at No.(2) Mining Enterprise for 8 years and at last as a Director at Central Statistical Organization for 18 years. She is a one of the board of directors of Non Government Organization, Dr Saw Mra Aung Foundation. She had obtained exposure, and gained knowledge through attending high level trainings conducted locally and International in abroad. She had also took responsibility as project director, as well as course director, member of project committee in various kinds of activities in collaboration with international organizations such as Statistical Institute of Asia and the Pacific (SIAP), United Nation Development Project (UNDP), Japan International Cooperation Agency (JICA), and Korea International Cooperation Agency (KOCIA). At present she is also CEC member of the Myanmar Institute of Economics Graduates Association (MIEGA).

U Tun Zan Aung , CEC Member
Born in May, 1956 in Mandalay. Enrolled to Methodist English High School in 1960, as a kindergarten student. Passed matriculation in 1972. Joined the army as a Cadet in 1975. Served as an officer (Active Duty) until 1997. Assigned to Myanma Economic Holdings Ltd as an Executive Director in 1997. Conferred Bachelor of Arts Degree by Yangon University of Distance Education, in 2000. Retired from the army in 2016, and still serving as an Executive Director in the same organization, MEHL.

Daw Khin MarLar Aye , CEC Member
Khin MarLar Aye – General Manager of Advance Chemical Venture Co., since 2016 up to now. Received B.Sc (Chemistry) and Diploma in Food-Technology from Yangon University and and MPA from Yangon University of Economics in 2005. She is a CEC member of MPAN.

Daw Mya Thuzar , CEC Member

Mya Thu Zar – She got B.Sc. (Hons) degree majoring in Chemistry from Yangon University in November 1991 and She obtained Post Graduate Diploma of Japanese , Post Gradate Diploma of Global English. In 2004, she started to study on executive MPA program at Yangon Institute of Economics and received MPA degree in 2008. And she got Diploma in Account & Business for UK ( ACCA) at 2014. She was employed as Account & Credit Control Executive (AR) for Myanmar Teleport [Bagan Cybertech] Company Limited [ Internet Service Provider ]. 2004 to 2008. From 2008 to 2015 , She stayed in Singapore and worked shipping line as HR & Finance Senior Manager. She has been in the Finance & HR industry since 1992 and with over 20-year-experience, Since April 2015 till Now, She is Finance Manager ( Mega Life sciences) .

Daw Thidar Aung, CEC Member
Born in July 1967 in Kyaiklat Town, Ayeyarwaddy Region. Received B.A (English) Degree from Yangon University in 1987 and M.P.A from Yangon University of Economics in 2008. Had experiences in workding with INGOS from 2000 to 2008, UN Organizations ( UNOCHA, Recovery Coordination Centre, under Tripartite Core Group for Nargis Response, UNDP from 2008 to 2013, Currently working in World Bank office in Myanmar.

Daw Khin Khin Htay graduated from University of Yangon with a bachelor degree of Geography in March 1997. She earned a degree of EMPA (Master of Public Administration) in 2009. She has been in the hotel industry since 1993 with over 26-year-experience started from the Stand Hotel, MiCasa Hotel Apartments, Mercure Yangon Kaba Aye (managed by AccorHotels group) and she is currently working at Wyndham Grand Yangon as the Asst: Direct of Marketing & Communications. During her service with MiCasa Hotel Apartments, she has been fully certified to conduct training for all employees and appointed as a group trainer. Assigned to be the Brand and App: Ambassadors of Mercure Yangon Kaba Aye. She completed a hotel’s cross-training programme in Indonesia, Bali in 1997. She also holds Dip. in HRD (Diploma in Human Resources Development) by Singapore Hotels Association (SHATEC). Currently, CEC member of Shatec Myanmar Alumni. Additionally, participated in Technical Working Group (TWGs) for developing Tourism & Hospitality Occupational Competency Standards (Hotel- Front Office sector) organized by Luxembourg Agency for Development Cooperation, Australia.

Daw Khin Than Lwin , CEC Member
Daw Khin Than Lwin is a retired Director from Planning Department of Ayeyarwaddy Region and had 39 years of service experiences. While she was a planning officer, she received her EMPA from Yangon Institute of Economics at 2008.

Daw Sandar Hmwe , CEC Member
Daw Sandar Hmwe is the holder of L.L.B (Law). She also obtained MPA (Master of Public Administration) in 2010 from Yangon University of Economics and Diploma in Business law in 2002, Diploma in Martime Law in 2003, Diploma in International Law in 2004 from University of Yangon. She is currently working as an Advocate in Business field.

U Chan Htut is Managing Director of Masda Chemical International Co Ltd engaging with trading in food additives, flavor, fragrance, chemicals in foods and industries and animal hygienic compound. He received BEcon (Economics), EMBA, EMPA and MBF from Yangon University of Economics. And he received DBL, DML and DIR from Yangon University as well. He is secretary general (3) of Myanmar Institute of Economics Graduates Association (MIEGA), member of Myanmar Business Executives Association (MBE) and secretary of Myanmar Economics Graduates Business Group (MEGBG). He served as auditor in accounts office at township account office in Kachin State in 1979; and joined to planning department, ministers’ office in Yangon as deputy planning officer from 1981 to 1991. Then he joined to private sector as accountant, marketing manager, general manager in various types of company.

U Nyi Nyi Aung holds Executive Master of Public Administration (E-MPA) and Executive Master of Business Administration degrees from Yangon University of Economics. He attained a bachelor of engineering degree majoring in textile from Yangon Technological University. Having worked in various multinational organizations for several years, Mr. Nyi Nyi Aung has extensive experience in the field of strategic communications, external relations, capacity development and training, learning management, and humanitarian and development.

Daw Soe Soe Kyi, CEC Member

Daw Soe Soe Kyi received B.Sc. (Chemistry) degree from Yangon University in 1986-87. She also attained MPA (Master of Public Administration) from Yangon University of Economics in 2010 and DBL (Diploma in Business Law) from Yangon University as well in (2014-2015). She Participated in a Special Training Course on Dip. in Human Resource Management at RV Management Institute. (1996-2012) started from Assistant-Manager in Myanmar Brewery Ltd. Then as a HR manager cum HR Consultant in Victory Myanmar Group Company Ltd (2012-2013). As a Group HR head in Asia Sun Group Company Ltd which is Conglomerate Corporation. Currently She also trained in HR Management Course. Her fields of expertise are consulting in Human Resource Management, Human Resource Development and Organization Development.

Daw Aye Yu Lin, CEC Member

Daw Aye Yu Lin obtained B.E (Electronics) degree from Rangoon Institute of Technology and MPA from Institute of Economic, Yangon. She has more than 30 years of experience in Telecoms Industry i.e. the professional level experiences in Telecommunication, public relations, external relations, strategic management and project management in local and international telecoms organizations. During these years, she served Myanma Posts and telecommunications as Assistant Engineer and then promoted to Head of Test and Development Centre. After that she worked with Siemens Co. as Key Account Manager for Myanmar. Then joined IPTel Sdn Bhd as Regional Key Account Manager. In parallel, she set up MaxiNet Co. Ltd. as a sister company of IPTel Sdn Bhd, worked as Director. She was also a BOD of Yatanarpon Teleport Public Co. and BOD of Air Mandalay Co. Ltd. She is now CEC of Myanmar Public Administration Network (MPAN) and member of Myanmar Economic Association (MEA.)

U Paul @ U Pyaw Pyaw obtained B.Sc.(Phyiscs) degree from Rangoon Arts & Science University in 1980, attained Diploma in Japanese Language from Tokyo Foreign Language School in Tokyo, Japan in 1988, followed by Master of Public Administration degree from Yangon University of Economics in 2013, achieved Post Graduate Diploma in Applied Psychology from Yangon University in 2018, and recently received Master of Business Administration from Yangon University of Economics in 2020. He is a Director for both San La Min Co.LTD and Tay Za Aung Co.LTD. His Companies focus an importing pharmaceutical products from foreign countries and distributing the whole Myanmar. He is currently involving in voluntary activities such as sharing knowledge at Myanmar Society for Human Resource Management (MSHRM), Myanmar Public Administration Network (MPAN), Yangon University of Economics (YUE), and so on.

Daw Kyawt Kyawt Hlaing ,CEC Member

Daw Kyawt Kyawt Hlaing has graduated LL.B (Bachelor of Laws) in 1996 and LL.M (Master of Laws) in 2001 from the University of Yangon. She got Diploma in International Law (2008) and Diploma in Maritime Law (2010). She also achieved Diploma in English, Post-Graduate Diploma in Applied Psychology (PGDAPhil), and Diploma in International Relations (DI.R) from the University of Yangon in 2011. She also has degree in M.P.A (Master of Public Administration) in 2014 from Yangon Institute of Economics and Diploma in Business Law (2015) from the University of Yangon. She has Diploma in Political Management (D.P.M) from Center for Strategic and International Studies Cambridge Academy of Management, Yangon and Diploma in Political Science (D.P.S) from the University of Yangon in 2014. I’m U Than Soe Oo, Head of Academic Affairs, Yangon University of Economics.The attached file is the MPA certificate, I got in 10 May 2015. I was born in 1972. My native town is Sagaing. My parents are U Ba Thin and Daw Win.I have one sister and one brother.I’m the youngest one in my family.I attended Basic Education High School No.1, Sagaing and I passed my matriculation in 1988. I got Bachelor of Science(Geology)Q in 1994-5 academic year. Then, I attended Diploma in Applied Geology specializing in Petroleum Geology.After getting D.A.G(Petroleum) (1997) I served as an assistant geologist in Applied Geology Department in Dec, 1998.I contained my learning and I got M.Sc(Grology) from Yangon University in 2001.After that I changed my career and I transferred to Yangon Institute of Economics as a registrar-2 in 2003. .I promoted as a registrar-1 at YIE in 2012.I got my MPA bachelor in 2015 in my university. U Zaw Aung is living in Yangon, Myanmar. His current business is mining which is known as Living Water Mining Company. It was started in 2009. He is Managing Director of the company. He is presently studying Master of Public Administration at Yangon University of Economics in Yangon. U Maung Maung Soe was born on 24 Nov 1959. He got first degree, B.A. (History) from Mandalay Arts and Science University. Before getting the Diploma in Business Law, he got Diploma in Maritime Law (2002-2003) from University of Yangon, and Master degree of Public Administration from Yangon University of Economics. He became an officer in military from 1979 to 1997. Aung Soe Moe holds the Bachelor Degree in Electronic Engineering from the Yangon Technological University, formerly known as RIT, and the Master Degree in Public Administration from the Yangon University of Economics. In 2003, he joined the Department of Civil Aviation (DCA), Ministry of Transport and Communications, as an Assistant Engineer for Communication, Navigation and Surveillance (CNS). In 2010, he became the Executive Engineer and also served the duties as a safety oversight inspector for air navigation. U Zaw Lwin was born in 1962 in Yangon, Mingaladon Township. He is married with one son and Lives in Mandalay. He got his B.Sc(Maths)(Honours) degree from University of Yangon in 1984-1985. He got MPA degree in 2013 from University of Economics, Yangon. He attended B.D.S (Basic Diplomatic Skills) & E.D.S (Edhance Diplomatic Skills) from Ministry of Foreign Affairs. Now he is serving as Commissioner, Myanmar National Human Rights Commission. He received MPA from Yangon Institute of Economics and Master degree in Defence Studies.

Dr Sid Naing is the Country Director for Myanmar country programme of Marie Stopes International (MSI), a UK-based global non-profit organization working on sexual and reproductive health. He has studied medicine at the Institute of Medicine – 1 in Yangon; public health at the Columbia University in New York; business management at the Economics Institute in Boulder, Colorado; and public administration at the Yangon Economics Institute. He has served in different technical and management responsibilities ranging from clinical officer, to project manager, to programme adviser for a government ministry, international NGOs, and the UN before his current role.
In his current tenure he has overall responsibility for strategic direction, coordination and management, quality assurance and sustainability of services, resource mobilisation, policy advocacy, capacity building of local civil society organizations and networks, and mobilising support of stakeholders for MSI in Myanmar. He has been an advocate for health related needs and rights, and for the role of local civil society in health sector.
Dr Sid Naing is serving also in multiple honorary positions: he has been elected by the international NGO constituency in Myanmar to represent it on the national level Myanmar Health Sector Coordination Committee; he also sits on other technical bodies on health, and advisory committees of local non-profit organizations and networks in Myanmar; he is an elected executive member of the Preventive and Social Medicine Society of Myanmar Medical Association; he is also the Chair of the Board of Open Society Foundation in Myanmar.

Daw Khin Aye Aye Maw holds the B.Com (Honours) and M.P.A degrees from Yangon University of Economics. She worked as Assistant Director at Internal Revenue Department from 1992 to 2013. And then, she also worked as Assistant Director at Central Bank of Myanmar from 2013 to 2015. Now she is working as Deputy Director at Securities and Exchange Commission of Myanmar (SECM).

U Win Thaw was born in 1962 and graduated with Bachelor of Physics in 1982 after he studied in Mandalay University. After he graduated, he joined the military and served there until he was promoted as a Lieutenant Colonel. In 2007, he retired from the military and transferred to the Civil Servant Sector. Firstly, he was assigned as a Deputy Director in the Ministry of Finance and Revenue. Later, he was transferred to the Central Bank of Myanmar with the same position and assigned in the Information and Security Department. During his stay in that department, he studied a Master’s degree for Public Administration and in 2010, he graduated Master of Public Administration from Yangon University of Economics. In 2012, he was promoted to Deputy Director General in Information and Security Department and also took as an incharge of the responsibility of the Central Bank of Myanmar, Yangon Branch. In 2013, he was transferred to Financial Institutions Supervision Department and again assigned to Foreign Exchange Management Department and in 2016, he was promoted as a Director General.

U Nyi Nyi Aung holds Executive Master of Public Administration (E-MPA) and Executive Master of Business Administration degrees from Yangon University of Economics. He attained a bachelor of engineering degree majoring in textile from Yangon Technological University. Having worked in various multinational organizations for several years, Mr. Nyi Nyi Aung has extensive experience in the field of strategic communications, external relations, capacity development and training, learning management, and humanitarian and development.

Daw Lin Lin Ko was born at 9th February, 1972 in Mandalay. Passed matriculation from No.5 BEHS, Botataung,Ygn. First degree is B.Sc (Physics). Joined army since 1996 and became nursing officer. Worked at cardiac intensive care unit, No.(1) DSGH, Mingaladon. As an academic profile, achieved MNSc in 2013 and Dip in Social Work in 2008. Then attend to EMPA 7th batch in 2008-2010. Serving at DSLH, Mingaladon as Deputy Superintendent currently and now attending PhD nursing at MINP, Mingaladon. Volunteering in the activities of Shwe Yaung Hnin Si Cancer Foundation as a member and giving health care services with other volunteer health care groups.
U Thiha Naing, CEC Member
U Thiha Naing attained B.Sc. (Physics) in 1991. And he achieved Master of Public Administration and Diploma in Business Law in 2013. He is working as Administrative Associate at United Nations Development Programme, Myanmar. He is one of the Permanent Members of Myanmar Red Cross Society.
Daw Aye Yu Lin, CEC Member
Daw Aye Yu Lin got B.E. (Electronics) and MPA degree. She has more than 30 years of experience in Telecom industry i.e. the professional level experience in communications, public relations, external relations, strategic management and project management in local and international telecoms organizations.
During those years, she served Myanma Posts and Telecoms as Assistant Engineer, and then to Head of Test and Development Center. She also worked with Siemens as Key Account Manager, joined IPTel Sdn Bhd as Regional Key Account Manager. Then she set up local MaxiNet Co. Ltd. as a sister company of IPTel Sdn Bhd. Now she is a Director of MaxiNet Co., Ltd., Board of Directors of Yatanarpon Teleport Plc. Co., CEC of mpan and member of Myanmar Economics Association.

U Yin Win Hlaing attained B.Sc. (Hons) Marine Science from the Mawlamyine University in 1993. He received MPA from the Yangon Institute of Economics in 2012. He is a CEC member of MSHRM. He is working as a HR professional at Htoo Group of Companies.

She also attained a Group Diploma in Accounting (UK), Diploma in Business Studies (UK), ACCA Certificate Stage (UK), Completion Certificate of Dip. in International Financial Reporting (UK), Completion of Executive Master of Public Administration (YUE), Diploma in French Language, etc., She has 25 years of experience in Finance and Supply Chain related professions and contributed her expertise in 11 major projects. She worked for 19 years in Oil & Gas Sector. Currently, she is working in Private Sector as a General Administration Manager (Operation). As a social worker, she volunteers for the Community from time to time and upon necessary. She is active participant of STA (Save The Aged) Society for Support and Welfare of Old People, Avaaz Organization (The World in Action), Walk Free Organization, etc.

Daw May Khine Win received her B.Com. (Q) degree from Yangon University of Economics in 1986. She got CPA Certificate from Myanmar Accountancy Council in 1989. She received Diploma in French from University at Foreign Languages in 1996. She received MPA degree from Yangon University of Economics in 2016.
She entered to Ministry of Agriculture and Irrigation as an assistant manager in 1991. In 2013, she was transferred from MOAI to Central Bank of Myanmar. Now she is working for Internal Audit Department of Central Bank of Myanmar as a Director.

U Zaw Aung is living in Yangon, Myanmar. His current business is mining which is known as Living Water Mining Company. It was started in 2009. He is Managing Director of the company. He is presently studying Master of Public Administration at Yangon University of Economics in Yangon. Daw Nang Calyar Win is the current Chairperson and Chief Executive Officer of Asian Fame Media Group, which publishes Popular Journal and Popular News Journal. Her media company has been in business for more than 19 years, with Popular Journal being its flagship publication about celebrities and entertainment. Asian Fame Media Group also oversees Ngwe Gant Gaw Printing House and Ngwe Tawdar Publishing. In 1997, she received her Bachelors of Science majoring in Physics with honors from the University of Yangon, and later obtained a Masters of Public Administration (MPA) in 2008 from Yangon Institute of Economics. She currently lives in Yangon.
